GAO Prods USAF on Improving Financial System Migration Efforts – MeriTalk
The United States Air Force (USAF) has been rolling out a modernized financial system since 2005, but the services branch has yet to create a migration plan to guide the transition from the older system to the more modern system, the Government said. Accountability Office (GAO) in a new report.
“The Air Force has not followed best practices, such as developing a migration plan to guide its transition from the legacy legacy system” to the new accounting and management system. defense contractor (DEAMS), the GAO said in the report. “Instead, the Air Force decided to pursue a dual-processing policy in which legacy and target systems would continue to operate for at least the next 10 years.”
The GAO said that using legacy systems would mean that resolution of deficiencies would be delayed for years and that internal control weaknesses would also persist.
The GAO made four recommendations to the USAF, which the service branch accepted:
- Develop a systems migration plan based on leading migration practices for a rapid transition from the reorganized environment of the general accounting and financial system to the DEAMS system;
- In future upgrades to DEAMS, the USAF “should minimize the number of reports, interfaces, conversions, and extension changes and instead maximize the functionality and centralized capabilities of the target accounting system to re-engineer business processes “;
- Ensure that future financial system upgrades are planned to address identified deficiencies and provide functionality to promote USAF compliance with “Federal Financial Management System Requirements, Applicable Federal Accounting Standards, and General Ledger American general at the transaction level”; and
- Develop “an overall strategy with appropriate performance measures and consideration of a concept of operations, for all of its efforts to modernize financial management systems in support of the audit of financial statements” .
